Abstract: the article deals with the intonational parameters of the modern political leader's speech, which form a principal communicative quality of V.V. Putin's speech, i.e. logicality. The spectrum of means of different language levels, which form such qualities of a politician's speech portrait, as competence and rhetorical literacy is established.
